FL law says you get 20 years for firing a gun at someone, so how does the military fire machine guns in downtown Miami?

What the military is doing are effing felonies at least in the state of FL and probably elsewhere as well.
Many states have firearm laws. You just can't point a machine gun down at the street and fire it even if it is loaded with blanks!
20 years with no parole in FL.
