In this example. What's the allegation? There weren't 600 kids in school that day with parents who would have come to pick them up? The 1200 parents were told to keep their kids home but not to tell anyone? There never were 600 kids at the school? The school is a hologram?

It's a classic Ghost Town scenario. Players (perps) were moved into the area, a story put together and created over a few years and people highly paid and/or blackmailed to participate in the scam. Mafia connections? It's all very plausible once you get into the details of it.
