You know, honestly...watch the first 2:00 of the video and follow the teenage kid wearing the bright yellow Under-Armor hooded sweatshirt with black shorts on.
(Why is he dressed like this? Certainly his parents would not let him go to school dressed like this on a chilly December morning in Connecticut.)

But, follow him. The only explanation I can come up with for his movements are:
1. He was told to walk around and look busy.
2. He is looking for opportunities to steal purses, wallets, bags on the ground, unlocked vehicles, etc.
