It looks like the original article was updated:

Capitol police and Dauphin County 911 did know this was going to happen.
They didn't tell the general public because they didn't want people videotaping it and seeing the tactics being practiced.

Thompson, Agency Open Records Officer [ link to www.dgs.state.pa.us] It's pretty interesting that they didn't want anyone taping their tactics, probably the only truth spoken about this drill so far. Will be interesting to see how many more of these drills go on around the country in the near future. I think it's pretty obvious that they are getting ready for something. Well, it's so weird/stupid to say something like that...knowing those little things called cell phones are so popular these days, with the ability to record at a moment's notice.  Question is though, will the media even report these drills? That ABC station is the only one that reported it, as far as I have found.
