NK economy is in a shambles. Their people are starving. They have no way to dig themselves out, yet they have a massive military. Why not use it? It's only a matter of time before they try. They have nothing to lose and everything to gain.

North Korea disguises tunnel used for nuclear test. What are they up to? They're claiming it's a scientific mission.

It's a common measurement of the capacitity and capability of naval vessels. It's standard practice. It's supposed to give the reader some sense of scale.

The reason North Korea can afford to pay for a nuclear program is Opium. Technically their factories are in a state of disuse and their population is starving. The only reason they're managing is international food aid plus opium sales.
