The court of the Commons (the Houses of Parliament) was always intended to be separate from the other powers in both policing itself as well as in the work of its committees, to ensure that the memebers of that court were not likely to be subject to interference by the Monarch through the judiciary which was under the sway of the Royal court in the early years of rule by the commons.

This practice was exported to the colonies who then included it in their constitutional conventions.

It works well as we find at the moment where a group of Americans want Obama gone becuase of his race yet the conventions of government demand that the office of government remain free from the whims of external interference between elections.
