I think you have it about right already.
You can't explain it to a four year old any better than you have and it sounds close enough to what is probably going on.
As for you being happier if it happened at a different time of day... Well, you can feel that way and it isn't bad of you to do so. You just don't have a right to demand it. That sounds like it would be a little inconvenient actually. Otherwise they'd be doing it then, don't you think?
Really, the best advice here is for you to not get involved if it worries you that much. Anything you do or say will probably seem demanding and like you don't approve (even if you honestly don't care.) and these people have no responsibility to help you raise your kids. (Though you seem to be doing fine there.)
As long as they don't do anything illegal and don't go to the bathroom in your yard, there isn't a lot that can be done.
