States that go a certain 'length of time' in the red should be fined by the 'people.'

States and municipalities that cannot get a balanced budget should be fined and penalized; taxes should be returned to the taxpayers.

The federal government...ditto.

If property owners and business owners in the private sector do NOT pay the government 'their cut,' the houses and businesses are foreclosed and forfeited.

If the government cannot balance the budget they should automatically be REMOVED FROM OFFICE SO THE 'TAX PAYING PEOPLE' CAN GET SOMEONE IN OFFICE WHO CAN BALANCE THE BUDGET.

If you hire me to manage your business, and I am given more than adequate funds to operate your business 'at a net profit,' and I have demonstrated to you by my 'proven' track record that I am capable and can continue to keep YOUR positive 'net cash' profits flowing...you probably will compensate me according to how well I help you continue to 'build' the business up.
