I think this is basically just a tax to claw back some of the money from people they couldn't house in smaller accommodation; because it either wasn't available to house them at the time, or they lived under different circumstances at the time of the initial rent agreement. CHAV TAX  So, are we going to be paying their moving expenses every few years as family size changes? I get the feeling this makes no sense at all. It's probably just intended to keep communities transitory.
