In a fair and sane economic system those things can indeed be "free", in the same sense that driving on the interstate highways are free. Take a tiny bit of the trillions of funny money floating around the global casino and use it to finance basic utilities and the consumer would experience
essentially "free" electrictity, water ect. Forty years ago, electricity in California, where I grew up, was so low cost relative to today, that it felt virtually free. We're being fleeced by the utility companies and their share holders. No, of course utilities are never absolutely free, but relative to the consumer's cost today, they could, easily become relatively "free".
