The european or the "whites" culture is only one part of africa's problem.
I guess most of us dont know much of africa's history but the highlighted spots we are given at times, are enough to come to some conclusions imo.

So, yes, the climate and the landscape.
Heat, moisture, drought, few fertile soil for agriculture, limited water sources.
On the other hand, their earth is full of mining goodies.

Because of all of these we have tribal wars , and all together lead to famine and plague outbreaks.

When they manage to have peace between them and form a state/country, etc their leaders usualy act as dictators. Why? Because they are the ones with whom the "whites"
"negociate" with about their territories' mineral wealth.

It suits us everything to remain so, and to go there as "survivors" and we convert them to our religions/dogmas, we help them with some education but we dont really want to change this status (this is why we sell them more weapons to continue to fight each other when we dont need them any more).

And this folks is why blacks cant crawl out of there holes,there inability to accept any responsibility for there self induced problems.First of all whites didn`t make blacks into slaves, they were already enslaved by rival tribes of blacks and SOLD to whites as slaves.Second of all whites didn`t steal all of Africa`s wealth,that`s just stupid.The fact that some whites got wealthy off of resources found there don`t make them thieves.The same resources were always there the natives just didnt have any need for them and therefore couldnt see the value in them.They hadn`t even invented the wheel so processing raw materials was not something they were remotely capable of. Third of all maybe the reason whites dont get arrested for weed as much is because they`re at home smoking it instead of hanging out on the corner making jack asses out of themselves. You would probably even say white and black crime is the same level as each other,it`s just cause you`re black..........By the way things are going for the black community and the way Y`ALL can`t get a handle on it, it actually seems that evolution is going backwards for you.Quit making excuses and deal with you`re issues.

The Aborigines in Australia also did not invent so much technology. It seems that the black people in general have been in no need for making so-called progress. May be they know better and see the dangers that makes distractions, turning their attention away from more spiritual values. I wonder sometimes if they are really directly related to the other races on Earth.

White people were trying to bring agriculture and fertility to the land, but they also were bringing their usual tyranny/enslavement with them, so African tribes attacked the whites and kept them from setting up shop. And due to the climate nothing grows. Good portion of the country is stuck in tribal mode. This is what I have heard atleast.
