Actually, the first half was played in record time due to minimum clock stoppage. The network owed millions of dollars in ad time and they weren't going to get it all in because of the fast pace of the game. Turn out the lights, use the delay to not only get in the planned breaks, but a few extra.

What's weird to me is the lights flickered out here for a few seconds in the FL panhandle at the same time.
