This kind of power to kill is always mis-used. First it's genuine traitors and then it's political dissidents and then it's anyone who disagrees with the ruling parties position on just about anything. Then the power to kill can be extended to anyone who does not follow the "official" state religion. Or anyone who disobeys the laws for minor things like getting 40 traffic tickets and not paying them. How far do you want this kind of power to go? The only way to limit it is to not allow it to exist in the first place.

As it is, they fire at the "TERRORISTS" and inadvertently kill you as an innocent bystander (collateral damage).

The "TERRORISTS" somehow escape, and after your funeral and burial, your family will receive an award in your honor for your effort in attempting to assist the military in killing or capturing "TERRORISTS!" (And don't forget, they can always claim that 10 or 20 "TERRORISTS" were killed in the drone stike!- Who would know???)
