Orphanages could be opened up again for the kids of long term welfare recipients who show no interest in getting jobs. This of course would not apply to families who really just got down on their luck and are trying to find employment. They could still receive short term help. Something really needs to be done to discourage women having kids for welfare money and taking their newborns and putting them in orphanages until they can find a way to support them would be a way. |
