Where do people get the belief they have the right to protest everything ? The constitution only allows protest of government.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

It says only congress shall make no law. Did i miss something? If congress writes a law giving multiple departments their power of legislation , then at that point the constitution has no power to protect you. peace out....
