The lawmakers are trying to get ahead of the slippery slope. For once that are taking an approach that is not simply, and impotently, reactionary. The law needs to be written better. Sounds far too ambiguous. As a civilian you should be able to operate a "drone". The government (state or federal) should NOT BE ABLE to operate one on American soil because it is clear that they immediately violate the right to privacy. Civilians who use drones to "peeping Tom" the neighbors should be fined for violating their privacy. The way rc vehicles with cameras are used by civilians currently is fine - most use them in public spaces so there is no issue. The Feds or state police would be outfitting the things with thermal sensors in addition to trying to peek inside of people's homes. Screw them. Power to the people.
