Why would any terrorist attack Norway of all places? Its a small country in the middle of nowhere with no influence on the world.

You know how seriously terrorists take their cartoons... for that exact reason. if you wanted to scare the hell out of someone ie "terrorize" them, you'd attack them where they thought they were least at risk. it implies that nothing is safe.
