I have a serious question about Benghazi

I watched the hearings and both panetta and that general said no troops could get to Benghazi for at least 9 hours.

They said the nearest response team was 9 hours away.
I don't remember where it came from.,I think tripoli maybe.

My question is, wherever that back up team came from they would be 9 hours from every where else to right?

See what I am getting at?

The whole region was unprotected.
