You PAY for a BEEF product, that's what you should receive.
Horse meat probably falls outside of UK food regulations.
The horse meat is most likely from older, possibly sick animals.

Seems we have been selling our UK horses (not fit for human consumption, full of chemicals, carcinogenic substances) over to Europe, they "process" it and sell it back to UK as "beef".
