Im guessing you are asking, can the people without power can still check their twitters on their cell?

Around here the cell towers dont have generators...

but are on special power lines... the towers work pretty fair... We've had several outages and still had service...

(around here coverage area is a different story... but if you got coverage... the phone worked)

unless there is an widespread massive outage and nope useless...

but a lot of towers have back up power...

so i guess it depends...

Twitter? Sure, if the cell phone towers still have power and the signal gets through, people could use their smartphones. ISP's usually have backup generators and stuff, so if someone has power somehow from their own generator, it's feasible that they might still be able to use the internet and therefore twitter, depending on the power state of any repeater or routers along the line

Hey, Doc! Households, I think. Mostly RI and CT. Blizzard conditions in Maine, still have power though.

The good thing about losing power in a snow storm is that, failing anything else, you could just make a snow cave, which stays comfy warm with just a candle! (Don't forget airholes though!)
