Exactly! These things are not exactly spur of the moment evolutions. The new fuel modules for the reactors are probably already fabricated or in production now. There are only a handful of drydocks that are CVN capable. Newport News is the only place carriers get refueled. I find it hard to believe that there is no money to refit the Lincoln. It is either a PR stunt or something very bad is afoot.

A little rumor I once heard was that the Enterprise once had an "issue". In order to fix the "issue". The cruisers Virginia and Texas were scrapped in order to divert the money being used to refuel them in a quiet manner(they were both in the process of being refueled when they were suddenly halted, inactivated, then decommisioned).
