I was curious of the frequency of these type of tornadoes in February. Found some data suggesting that, although rare, they do occur this early in the year, with Mississippi recording the most in the past 60 years. I'd venture to say this was an F-2; Mississippi gets one per year on average. If F3 it would be a far more rare event.
