Most of those are "pulse" awards...awards you get for having a pulse and serving your time. He didn't seem to do anything exceptional while in the Navy other than being a better than average shot with a M9 pistol (and Navy pistol qual isn't all that rigorous).

Lets not forget the military is downsizing and will likely continue to do so under the current administration, the pay isn't anything special, and you are in the military, which means you belong to Uncle Sam 24/7, can't quit until your term of enlistment is up, can't pick where you are assigned or for how long, etc. There's no concept of overtime and no guarantee of being able to take annual leave.

Whereas a police officer can make quite a bit of (legitimate) salary, can quit anytime he feels like it/go work elsewhere, can call in sick when he feels like it, gets paid a lot extra for extra work, and has a powerful union watching his back.

Police retirement benefits (at least until the municipality goes bankrupt) are as good as or better than military retirement benefits.

And that's not counting all the "dirty" benefits a police officer can potentially take advantage of over the course of a career.
