Take it to the vet OP, nothing to mess with. Either it needs treated and the sooner the better so you can get it take care of before you have a litter full of cats you have to treat. If it’s natural then it’s better to know now.
By chance you did not use a flea oil on the neck of the cat that was meant for dogs did you?
