They stated that they were not testing a 'nuke' per-se, but something else, 'a higher level weapon' aimed at the US.

This is most likely a 'super EMP' weapon of some sort they are testing. You can bet Iranian observers were there - and when they do unleash it on the US, it will be in conjunction with Iranian attacks.
