We don't know their capabilities of getting nuclear warheads on a missile. There are a lot of questions and a lot of good reasons to think they are further along than anyone things. It's been confirmed they sent something into space and it obtained orbit. Here is a great timeline of the nuclear issues with North Korea. If you read this, you will see why there are questions as to how far along they are and how far they can get a missile. We do not want to be in a nuclear war with anyone.

That is all true, but North Koreans aren't allowed to travel and it would be highly suspect if they were allowed to start traveling the world now all of the sudden.

The only way for NKorea to nuke Seoul would be to put the nuke on a plane... then take every plane they've got and overwhelm the SKorean air defense in the remote chance that the plane with the nuke makes it over Seoul unarmed and is able to drop the bomb.
