When you heat water up you remove tiny pockets of gas within the H20 to be released which allows the water to not only freeze faster but to be super cooled and will freeze to a lower temperature and will freeze throughout and not just initially freezing the top of the water. Lots of scientists are still discussing the exact reasons for this because sometimes it doesn't freeze faster. It's actually one of those things that annoy the crap out of some scientists.
