The asian lady was being a bully and a racist for so many reasons:

*) trying to stand up for herself against blacks. that's racist
*) even darying enter a train that the black people "own"

She is not really trying to hurt her. Notice in the beginning she is hitting the wall by her head and seems to be tapping her the other times. The worst she did was pull her hair too hard. Trust if the tall girl wanted to do more than teach a lesson the short girl would have been bloody.
