where does it say anything about inspection? looks like recommendations, raising awareness, etc

Here in America theywill do it a lot more carefully, by saying your nasty, dirty house will be condemned, or instead you may have the privilege of giving us your children, which youwill beable to visit once in a while, and your children, which we love dearly, will get to live in a nice, clean, safe house. Of course youwill have to work and pay support for the children, or government will take your house, and put the chilren back in it with a government-hired nanny, of an atheist nature, who hates Christians and Muslims and loves Jews and Communists.
