Twitter is a notification broadcast system, not a chat system, but you can use it to chat, if you are able to get around the confusion of not knowing if something is actually addressed to you or not (assuming it wasn't directly sent to you)

Facebook... Yea, I wouldn't use it to chat, not since they became a stock company, because they need to make a ton of money all the time, therefore they collect and sell your data and discussions
