As much as I support free market concepts it seems naive to me to consider that the heads of most major industries DON'T meet and decide the going rates they offer and agree to for their own mutual profit amongst one another.

That said it's NOT the Executive branches place to have a say in this matter. The laws the people agree to (via congress)*1 are quite clear in what a minimum wage is.
