WSJ: North Korea is in the Home Stretch of Being Capable of Deploying Nuclear Weapons!!!

Seismic waves alerted the world to North Korea's third test of a nuclear device Tuesday morning. It's one more reminder that Pyongyang is closing in on its goal of deploying nuclear-tipped missiles capable of hitting the U.S. and Japan. If the West wants to prevent that from happening, it's time for fresh thinking and tougher measures.
