NO ONE IS JUSTIFYING THE POLICE BEHAVIOR,..
people are however,.. taking a look at her behavior and what she did and did not do to have made this situation a lot worse than it had to be.

She tried pulling over the first time over the curb (do you think she was trying to drive off the highway?), backed off from that realizing that wasn't a logically the right choice and then continued on until she was able to PULL OVER.
