The kid wasn't strapped into a chair, he was seated on his mother's lap. I fly for a living, and the best behaved infants and toddlers are the ones in car seats because they are used to the carseat. They tend to be more cranky when mom is too cheap to buy them their own seat. Permitting any size child to be a lap child needs to be stopped. It is unsafe and uncomfortable for everyone involved. In any airplane crash it is almost guaranteed that a lap child will be a casualty.

But anyway, I'm guessing the accused wishes he had sprang for a first class upgrade that day.
