Lunar Tables and Programs IS a book.

Astro gave you the spreadsheet, the implementation of the algorithms in the book. THE EQUATIONS ARE IN THE SPREADSHEET.

There's an android app on Amazon called "Moon Phase Pro". It costs lest than a dollar. Using one's location and time (both of which you can adjust) it shows how the Moon appears. It DOES show the apparent tilt. It is a natural, explainable, calculatable phenomenon whether you want to agree or not. Just because you don't understand it doesn't mean it isn't true.

Then with the angles in hand for both the angle of the center-north line relative to the horizon as well as the angle of the illuminated portion relative to the center-north line, it was a simple matter to compute the angle of the illuminated portion relative to the horizon. Bada bing, bada bam, and it works beautifully.
