I never considered myself to be part of the sheep and the title was meant to merely set the tone of the song. In this case, the singer in the position of authority talking to the sheeple.

It was meant to represent what most of our peers whom believe they have authority over us think and say to us every day. It wasn't meant as a way for ME to tell everyone to go to sleep. I would want quite the opposite ;)
