Re: Man With Down Syndrome Dies After Police Suffocate Him
I don't know how often these kind of things occur in the US, but from what I've seen of various threads, clips, videos, some cops in your country are totally power-crazy and enjoy getting into confrontations FAR too quickly.

Like the video recently with the pregnant woman on the freeway. Why the hell does the cop have to be so aggressive and slam a small woman to the ground? All because she didn't follow their pathetic instructions to the letter?! They just seem way too eager to start trouble.

I thought cops are there to try and calm down trouble. This may be hard for them (sarcasm) as they need to have their wits about them and use words instead of screaming in someones face pointing a gun straight at their head!

Bullies, that should NOT wear a badge and shouldn't even be security guards, let alone cops.

I can see why you want to keep your guns - I would be exactly the same. No way would I trust 'the law' even if only a 'minority' of cops are like this.

Perhaps someone from the States can help me out on a question?

Do cops get the same training throughout the whole country or does each state have their own different training system?

Are there some states considered worse for this type of thing then others? Looking on GLP over the last few days California doesn't have a great reputation regarding the 'Protect and Serve' element of the police system!

They have their own criminal justice training requirements. Even among different nearby organizations the reputation can vary.

PPD has a reputation of being quite violent (tasering a kid on a bicycle from the patrol car and then inadvertently running over him when he falls off) while the county SD tends to have a more congenial approach to people they encounter.

Foley Alabama takes the cake in my book. One of their officers came down into Florida and to a bar frequented by a guy that he had previous encounters with. Shot and killed him in the parking lot. Claimed he had a knife.

In both cases (the taser event and the shooting) neither officer was found culpable in what transpired.

I apologize for being a dick and trolling this thread. I read all of the call outs for Brief and did my best imitation, I did the same in another thread about the same kid.

It was callous, irresponsible, cowardly behavior.

I am truly sorry for being an insensitive prick.

It was not funny and I will never do anything like this again.

What happened to the aide?
Where were they?
They would have called a relative to come and assist
versus police.

Why would you take someone with Down's to a movie like
that? They become very agitated by violence and loud
sounds.

The only thing I can think is it was the aide that wanted to go during caretaking hours and took her charge with him/her and because they weren't supposed to be there let the police try to get him out, being so foolish as to
imagine they would afterwards just turn them back over and
everybody carry on their way.

Thanks for the info my friend.

Regarding those 2 incidents - You have some real scumbags in your police. Looks like the best option is to avoid cops if at all possible unless ABSOLUTELY NECESSARY - i.e. - if you have a group of crackheads trying an home invasion or something..

I suppose the decent cops are as pissed seeing these things happening as the rest of us....

So if I run over a kid and kill him while I'm talking on the phone and driving I can use that excuse in court? "accidents happen"

Yup. We do. But we also have some very good ones. In their defense, PPD does deal with some of the more unruly neighborhoods. My initial leaning of their mannerisms was while writing up a report on an incident with a service member and PPD. While fleeing across a parking lot, they just tripped him. Road rash galore. First of all, he shouldn't have been where he was at (drug area). Second, he shouldn't have ran. Third, if he was going to be stupid, he should have done it in the county's jurisdiction, not PPD.

By far my favorite incident was the report of a home invasion. Two guys kicked in a front door of a house and the resident dropped the first one with a shotgun as he entered the house. The other one ran. I'm guessing that they had words before kicking in the door, which is why he had a shotgun at the ready.

It's not the only home invasion that has occurred around here, which is why I keep a breech loader nearby with two rounds velcro'd to the stock. That may at least buy me time until I get to the pump.

Disgraceful the comments in here regarding this murdered man and his condition. Down's people are very sweet-natured, affectionate and innocent. It's like their souls are Teflon and cannot be corrupted by the nastiness of society today. SHAME on you that are saying these things.

I can't imagine this poor guy's last moments with these apes murdering him. And the Medical Examiner calls it homicide and those pigs are still on duty?

And how about that movie theatre, calling in the swat team because a down's guy wouldn't leave. How about they let his caregiver call the guy's parents to come and get him out of there? I'm amazed anyone calls the cops for anything anymore. They cannot be depended on to act responsibly and are highly armed and aggressive. They should be avoided at all costs.

@RolandDeschain

As I noted, there are some good ones. We had a guy loitering around the neighborhood so I took a telephoto pic of him and drove up to the Sheriff's substation. Across the street is a Wally World, so I went in and made a 8x10 color glossy of the pic. When they asked for a description, I handed them the photo. "He looks a lot like this."

Later that day I noted a patrol car talking to that individual. I don't think he was arrested, but he knew that people were aware of his presence.

The interaction with the S. Dept was quite agreeable.

How did the situation escalate to that point? The victim had a health aide with him....where was he? Why wasn't the aide in control of the situation? Who called the police? This story has some gaps in it.....and is tragic beyond belief. Rest in peace sweet Robert.....

Restraint suffocation is a serious problem:

[link to www.syracuse.com]

The video shows the final moments of Pinet’s life, with him moving against the deputies as he screams “Please!” at least 40 times over two minutes. He yells “OK!” at least eight times. They were removing three emergency response belts cinched around his knees, upper torso and waist. Deputies had put them on Pinet after he tried to attack them and the Syracuse police officers who’d arrested him on an attempted burglary charge

This happens because law enforcement is not trained or equipped to deal with issues which should be addressed medically, such as cocaine psychosis.

The most sensible solution is to have all law enforcement cross trained (and equipped) as paramedics. In case you think this can't be done, lets take a moment to applaud these guys. In an ideal world, this would be how all law enforcement would function:

[link to www.co.davis.ut.us]

The mission of the Davis County Deputy/Paramedic Service is to provide quality medical response, evaluation, treatment and transport for Davis County citizens and its visitors 24 hours a day, 7 days a week. This is accomplished by means of Utah certified paramedics treating all who call without regard to sex, race, religion, national origin, or their ability to pay. The deputy/paramedic strives to serve others with care, compassion, dignity and respect. As stewards of Davis County taxpayers’ money, it is our goal to perform efficiently.

The deputy/paramedic program is unique with the blending of law enforcement and para-medicine. It was established in 1978 and was one of the first paramedic services to be fully licensed and certified by the State of Utah. When not functioning as paramedics, deputies patrol the county and contract cities by enforcing laws and making arrests.

When a call for medical assistance is initiated, the Davis County dispatch identifies and sends the two closest units to the location utilizing GPS technology. This guarantees a fast and efficient advanced life support (ALS) response. Frequently deputy/paramedics arrive on scene and begin life saving treatment several minutes prior to the arrival of other responding medical units.

Each deputy/paramedic carries the necessary equipment in his/her vehicle to handle both law enforcement and medical calls. When acting as a paramedic, they assume medical control of a scene and convey all aspects of care from initial patient assessment and treatment to continued care during transport to the hospital. This task is accomplished in collaboration with local fire departments that act as basic life support and offer ambulance transport.

I can't believe I'm finding out about this on GLP. I knew this kid, grew up close enough to PF, he was my age. I actually saw him in December when I was home on leave! Like most down syndrome kids, friendly, innocent and trusting. The whole thing was a matter of misunderstanding and bad communication on the theaters part. The cops' actons are beyond unspeakable. (especially LOCAL because the town's not THAT huge!)In a town lime that, most special kids are familiar to everyone because their families tend to have that small-town/community support. Bet some of the cops at the station KNEW him! I thought maybe Southern MD pigs were better than that! This is WAY too close to home, what are they becoming!?

To be fair, there isn't really much someone can do about cases of excited delirium, except maybe get the person to the ICU immediately... if you can get past the, usually, violent/frightened/psychotic/super-strong/seemingly-immune-to-pain 'crazy' person.

The screwed up brain chemistry causes the rapid production of an acid related to strength that breaks down muscle mass in order to rebuild it. Unfortunately, the production is uncontrolled and thus leads to super-strength and severe damage to the lungs and heart -- this is why many people in this state that are hit with a taser end up dieing. They already had a 90% chance of fatal injury. If they physically survive, their body and brain would be all-together changed.

[link to www.ncbi.nlm.nih.gov]

Fatal cocaine intoxication presenting as an excited delirium is described in seven recreational cocaine users. Symptoms began with the acute onset of an intense paranoia, followed by bizarre and violent behavior necessitating forcible restraint. The symptoms were frequently accompanied by unexpected strength and hyperthermia. Fatal respiratory collapse occurred suddenly and without warning, generally within a few minutes to an hour after the victim was restrained. Five of the seven died while in police custody. Blood concentration of cocaine averaged 0.6 mg/L, about ten times lower than that seen in fatal cocaine overdoses. Police, rescue personnel, and emergency room physicians should be aware that excited delirium may be the result of a potentially fatal cocaine intoxication; its appearance should prompt immediate transport of the victim to a medical facility. Continuous monitoring, administration of appropriate cocaine antagonists, and respiratory support will hopefully avert a fatal outcome.

How interesting that....

Cocaine has long been the drug most synonymous with Wall Street
