Fortunately the law is on the parents side for this one. If a staff member did this - or allowed another student to do this to the child - they are legally liable and can be sued along with their school district and anyone else involved.
If this was done to humiliate the child or harm her in any way (and it's hard to imagine it otherwise) they're in deep shit!! How dare they do something like this to a disabled child?
