What the article really means to say is that a) the patriot system is a bust for getting incoming or (the the more likely) b) a Patriot round got loose and crashed or was detonated before it crashed. In this case instead of following the cash follow the vapor trail unless it is one of the new smokeless rounds the you need the radar tracking data to pinpoint which battery it came from.

Be a real bitch if the Patriot round was intentionally put off course by some electronic means, that means the system is dead entirely. lol
