That is like saying that any town in Canada that is 100 km out of the major cities (Toronto, Ottawa, Vancouver, ect..) is a 3rd world welfare town. While Rome and below is not as economically efficient as the North, the South is plagued with corrpution and mafia that has beeb left untouched since the unification of Italy. I would argue that they have more of a Middle Eastern genetic influence. But regardless of that, what does genetic influence have to do with anything? One could argue that the Northern parts of Italy are a bastardiztion of Austian, Hungarian, French, Barbarian, and what flowed through the venetian and genovian ports.
