I'm getting a little confused. The claim is that there is a bill in congress to detain Americans in camps if 'Obama' declares an emergency.

I've looked at the bill. I don't see any mention of anyone being 'detained' anywhere by anyone.

From what you're saying, there's no mention of detaining anyone in the actual bill. But its somewhere else.
