What they're doing...is using this bill as a conspiracy Rorschach test. It doesn't say anything being attributed to it, or anything remotely close to what you're claiming.

Yet you project what you already believe upon it. It says 'needs', and without the slightest mention of incarceration, detainment or anything close to it...

.....you bizarrely read that as 'detainment of Americans'.

You're telling us much more about you than you are about the bill. As it simply doesn't say what you claim it does.
