My interpretation may be "imaginative", but it is mine, and I am not alone!!!

ANd its not based on the bill you're citing. But on what you already believe, projected *onto* the bill. The bill makes no mention of detaining anyone.

Or anything remotely close to it.

I'm not quite sure what 'shill' means either. Usually its just a catch all pejorative for anyone who doesn't walk lockstep without thought or question with the prevailing conspiracy groupthink.
