You really don't know what RAIN means!!! I live in a sunny part of Brazil, but when it rains, IT RAINS!! You happen to live in a cold place that is largely below sea level. You can't afford to be relaxed about it. They can. I live near NYC, we've got the drainage but not the warm weather. I'm fairly jealous of people with a climate like Brazil.
