They are talking furloughing employees.
Here is the definition:

a. A leave of absence or vacation, especially one granted to a member of the armed forces.
b. A usually temporary layoff from work.

Notice this is not terminating 800,000 jobs it is just giving then a week off till they whip the general public into a frenzy thinking people are going to starve and babies will freeze in order to get what they want.
