Why the tank? Why go up to the roof? To meet someone? Or she was taken up there, dead or alive I don't know.
This could be simply a crime of opportunity. She was incapacitated in someway [drunk/high] and the wrong person noticed her and took his [probably a he] opportunity, presumably to sexually assault her and then kill her deliberately or accidently. But this guy knew to take her to the roof and where a good place to hide her would be. He maybe lives there, was staying there himself or visiting someone, or he works there.
