I found a YOUTUBE video "Missing student Elisa Lam" by universal news reporter and in it he states that the Cecil at least in the past has been used by California DOC to house former inmates, including violent offenders, sex abusers/molesters, rapists, etc.....

He was not sure if it was still at present being used for this purpose. Sorry don't have time right now to go back and look for the link, but I hadn't seen this info mentioned anywhere else and I found it interesting and possibly connected to say the least.
