I posted the following information below in another thread but thought I should also bring it here into this thread as it may shed some clarity on the graffiti found on the water tanks.

The three lines above the graffiti looks to me to be a stylized version of the Pachuco Cross prison and gang tattoo. It has been around for a very very long time and was later adopted in the 1940’s by Hispanic gangs.

The Pachuco cross typically has three evenly spaced rays radiating upward. Typically, it is located on the web of the hand. The legend surrounding the cross embraces the idea that the gang member wearing the tattoo has either killed a cop or murdered a rival gang member.

Also the stylized letters of the graffiti on the water towers is of an Hispanic gang type.

I have also heard it said from non Hispanic former prisoners that also sport the tattoo up here in Canada that the number of rays around the cross represent the number of years served in prison. How true that is I do not know but I thought I’d pass on the info to ya.
