It's really simple. Romania banned horses on the roads, so there was suddenly a very large surplus of horses that no-one wanted.
Quoting: samanthasunflower That is not exactly true. The horse carriages were banned only from certain roads (highways and so-called "national roads") and from bigger towns a few years ago (from 2005 if I remember correctly). So there is no recent reason for a horse surplus in Romania.
