Anti-riot vehicles that release clouds of poisonous pesticides is the solution. Run right through them and run some of them over and release gas to make them sick/kill them. Swoop up the survivors and make them disappear in isolated mass graves.

It will eventually come down to this and the SWAT team will have to become death squads to maintain peace.
